Description: Award-winning paper about a way to evaluate eLearning systems in advance of installation by examining their potential effectiveness. It was published in the highly-respected American Journal of Distance Education published by Penn State and won the Wedemeyer Award in 1990 for the outstanding paper of the year.

My Roles/Contributions: My chair, Byron Burnham, is listed as second author because of his valuable feedback and direction. His contribution was invaluable, but the writing and original concepts were entirely my own. A version of this paper was my final project for my M.Ed. degree from Utah State.

Writing: Academia likes measurement, but often the best measures are difficult to come by until after the thing to be evaluated is already in place. This paper was an attempt to provide some measurement in advance of installation by predicting success based on the potential of communication capabilities.
